Having reference to recent telegrams on the subject of protecting the Canton-Kowloon Railway, I have the honour to en- -close herewith a list of robberies which have taken place along the Chinese Section of that line in the course of the last two

mon the.

From time to time the Engineer-in-Chief hears of threats to hold up trains, although all possible precautions in the matter of patrolling are taken, the patrols are prevented by the robbers from giving warning. The latter have plenty of perma- -nent way tools, acquired by robbery, and a rail can be dis- -connected and displaced in a few minutes. All the above cases have been brought to the notice of General Lung and he invariably ussures me that he will do his bost to afford protection, but his means of doing so would not appear to accord with his desires.

Apart from preoccupatio nof thie kind, Mr. Foord is anxious concerning the financial position, as, without help from outside, the railway cannot keep running for much more than

another month.
